For all we know, the subcontract work could be changing tires.  The article is not specific and there are no bars to subcontracting with Foreign Nationals except in areas where security clearances are required.  Since S.A. is a NATO state, a NATO clearance could be used to work in sensitive areas cleared for NATO personnel.
 
This is OMG-ing where there is no need for OMG-ing.

Say what?  Saudi Arabia is most definitely NOT a NATO state.

I stand corrected.  SA is not a NATO member.  They are a US ally Nation.

I am not aware of any treaty between SA and the US requiring the US to come to the Kingdom's aid if attacked.

And I'd even question the phrase "ally", in even the loosest, non-binding terms.
