Apparently the WHO (that bastion of complete trustworthiness) thinks that COVID-19 testing needs to reveal a 5% positive rate (or lower) before countries or locale should consider reopening.
What's so special about 5%? Why not 1% or 10%?
(of course, anyone with even just a passing knowledge of math can figure out how to game the numbers)
