That was back in the day when Democrats who were somewhat Liberal still were sane people. Unlike today's Democrats who are Progressives (anti American Communists). You could actually find common ground because both sides still liked the country, and wanted what was best for American CITIZENS.

In real life, Jimmy Stewart was a conservative republican, and Henry Fonda was a liberal Democrat. They were life long friends.
That scene was placed in the movie, and was based upon the back and forth that Stewart and Fonda would sometimes engage.
