What will various States do wrt Halloween?
I'm guessing that South Dakota will have normal ops for Halloween. On the other end of the spectrum, Taxachusetts will probably want a virtual halloween for the kids.
Think about all the possibilities for halloween costumes... scaring the snowflakes to death with COVID-19-themed gear.

Negative. Check the calendar. Halloween comes 3 days BEFORE Election Day on November 3. If Halloween happened on 11/4, yes, we’d be back to normal.
