Seriously, this guy should have not been released back onto the street.  The first 102 times he was arrested.  WTF???

Why didn’t the city just send a counselor out to tell him it was ok and that his toilet training was poorly done?

This reminds me of the "Knock out Game" that young Black thugs play, mostly against the elderly who can not defend themselves.  Yeah, I know this guy is 31.  In the old days, the Cops would have just taken him out back.  Then say he tripped in his cell.
