If the purpose is to gather statistics about average weight, they should install an industrial scale and weigh about 20 people at a time and to the math.
But I wish the purpose were to determine which customers need to pay for two seats, or at least for larger seats, then they should but in a frame that you have to walk through, and if you bump both sides, you get charged extra. I don't care how tall they are, or how much they weigh. That's not my problem, but I don't want them spilling over into my seat.
