According to the CDC, you need to wear a surgical mask.
Is there any TB protocol under which someone wears a face covering instead of a surgical mask?

Tuberculosis is caused by a mycobacterium who’s transmission can be very different from that of viruses, though both are airborne. Because shithead we have antibiotics to treat it. Indeed that's why tetracycline was developed. Without it your sister would have died a lingering unpleasant death. The saddest thing is it was scientists who you deride as parasites on the body politic who saved your loved one.
The bad news is there are strains resistant to just about everything. Thankfully they don't occur here, but if they make it to our shores TB could make a BIG comeback. Moreover, not many people are doing research into new antibiotics.

Maybe that is because people hate big Pharma and the profits they make and because governmental regulations make it so difficult that without those lures of big profits, nobody wants to take the risk.

Big Pharma isn't that interested because they really don't make that much off antibiotics. It isn't as lucrative as cancer drugs or those that treat an ongoing illness. Moreover, bacteriology and antibiotic derivation aren't in fashion anymore in scientific circles. Folks still do it, but it isn't considered sexy and doesn't get the best and brightest. Not a lot of new antibiotics in the pipeline, sadly.
