Anyone not on US soil yet, vet em every way you can, before they come.
It must include internet search history. With today’s technology that’s the replacement for human meetings in the past. You would investigate who they associated with face to face in the past, right?
Once here it’s more murky. The 4th amendment may apply to any person on US soil. On the other hand, special security clearances go beyond privacy rights. But only if you are applying or training for sensitive jobs.
