But to address your question, it’s kind of hard to accidentally shoot anyone or anything, emphasis on accidentally rather than negligent discharge.

Mechanical failure coupled with richocet could be one way.  Hard to think of a valid accidental shooting scenario

It might not be conflicting if the 70,000 number includes IRS agents that are not part of the 3000 IRS CID agents.

(I don't know if that is true, just speculating a way for it not to be a counting problem)
