Actually, it is funny to watch when a thief gets what he deserved.
Would you rather lock him up in a cell where he can learn to be a master thief, and tag him with a criminal record so he can never hope to get a real job? Perhaps he will refrain from stealing bikes after this.
Now what is really funny is that the local cops have a couple of bait cars. After the thief takes off in the car, the doors lock and the engine quits. Hidden cameras get all kinds of hilarious video as the perp figures out what is happening and tries to break out the armored glass to no avail. Now that is funny.
