I believe the above clause makes it an ex post facto bill, thus making it unconstitutional.

So, to make sure I understand....they want to make a law that forbids themselves from allocating money to make a memorial?
Sure, whatever. It's unlikely to get 60 votes in the Senate and it's not like Trump needs the money anyway. For a presidential library, I'm thinking he should use his own money to buy a block of land next to the Capitol where Democrats have to see his library every day they come to work.
