This is a scam all politicians use. By declaring (and filing) to run, it allows them to raise money. If they decide not to run, then that money can be used for moving expenses, pay campaign staff, donate it to charity, move it to a state or local party committee, transfer it to a future campaign, or to a state/local candidate.
And we know just how creative these politicians can be with money.

However, they'll let Xiden file for re-election because that money (which I can't imagine would be a lot) could get funneled into other accounts. It's all about the money.

I recall Pelosi tried to bring a "let's make it easier to declare the president medically incompetent" bill to the floor of the house during Trump. I would hope the Republicans do everything they can to resurrect that bill. That would indeed be ironic.
