He's not out of his mind. He needs us and he knows it. And he knows Biden can be bought, but he also knows that Biden can get revenge if someone pisses him off. This is politics, nothing more.

Because Israel doesn't hate us and want to destroy us, like their enemies do.
If Trump would have been re-elected, he could have continued to broker peace agreements with Israel's enemies and diffused the tension and hatred. But the American and Israel hating Democrats want none of that.

In short, because if Israel did not get extra money, it is very likely there would be a nuclear war. Giving Israel money shows the American support for Israel and inhibits other countries from attack them.
One of my concerns when Obama was so derogatory toward Israel was that other countries would see that as an indication of non-support and use it as an opportunity to try to invade the country. Israel would be down to the last weapon in their arsenal and who knows what happens when the nuclear bombs start flying.
