Shampooing hair is something that takes no particular skill and bring no particular safety concerns, save for getting a little suds in your eye. But in Tennessee, people who would like to shampoo hair in professional salons must receive hundreds of hours of training and fork out thousands of dollars before they're legally allowed to lather, rinse, repeat.

The Beacon Center of Tennessee is trying to change this. The libertarian-leaning think tank is suing the state cosmetology board over its onerous occupational-licensing requirements for people who want to wash hair. At present, obtaining a government permission to shampoo hair requires taking two exams, at a cost of $140, plus a $50 annual fee. On top of that, someone must take 300 hours of training "on the theory and practice of shampooing," at a cost of upwards of $3,000 for the tuition.

I think lawmakers with no training would do a better job, congress has turned into a profession, a career, it was never intended to be that.  We should ban law people with law degrees from running for office.

I participate in the Beacon Center.  Great group of folks.  We were the driving force in the reduction to elimination of the Hall Income Tax, the only income tax in the state.

$3K for 300 hours of training seems like a good deal to me. If only one could get 300 hours of flight training for $3000

I can't stop laughing at this part. This is just silly. Another way to collect a tax on people.

Hmmm....the government in this case is acting in its role to protect the general populace from incompetence. I wonder what the study results indicated of the risks inherent in having untrained, unlicensed technicians shampooing people's hair? I also wonder if they observed the Administrative Procedures Act, which requires a public comment period.

This should get kicked on constitutional grounds: cruel and unusual stupidity.

Hmmm....the government in this case is acting in its role to protect the general populace from incompetence. I wonder what the study results indicated of the risks inherent in having untrained, unlicensed technicians shampooing people's hair? These "occupational licensing", or more accurately, occupational cartels, are all state-licensed, not federal.  The APA only applies to federal regulations, not state laws.
