No direct tax for the poor, so they will vote for you, and give them “free” money instead (welfare) but tax the hell out of them indirectly through high corporate taxes which get passed down to the consumer, sales tax, fuel tax, cigarette tax, marijuana “tax” (just jail them so private prison industry can profit), and heavy regulation of small businesses, and send manufacturing jobs overseas, to make it hard for them to get independent of government handout.
Whatever you do, keep the poor down and in miserable conditions, then get to work on destroying the middle class, the step up the ladder the poor aspire to, to remove any possibility they can better themselves. Be sure to teach their kids that the reason they are poor is due to historical legacy and has nothing to do with the current government policies or their own agency.
