Asked about Russia’s threatening activities, which have unnerved the small Baltic States that are among the more recent entrants into NATO, Mr. Trump said that if Russia attacked them, he would decide whether to come to their aid only after reviewing if those nations have “fulfilled their obligations to us.”

If they are not holding up their end then they are not allies. We already hold up the lions share.

I seem to remember you bringing this up before. When we called on NATO, had we been holding up our end of the deal?

When I sign a contract, I read it and follow the obligations therein.

Where in there is the "pay up" provisio? In fact, the obligation is to come when called. Every NATO member has "held up their end of the deal" when called upon by the US. None of them have yet called upon the US to hold up their end of the deal.
