the obama regime recently released "guidance" that defines basic simple gunsmithing actions as "manufacturing"

so what?

well, under the requirements of the Arms Export Control Act (AECA), “manufacturers” are required to register with the U.S. State Department’s Directorate of Defense Trade Controls DDTC.  Annual cost is $2250.

drill and tap a rifle to add a scope - "manufacturing"

modify a firearm to improve accuracy - "manufacturing"

drop in a replacement part and improve accuracy - "manufacturing"

what a load of BS

It would be like redefining standard/common aviation maintence terms to preclude an owner from checking tire pressure.

The Executive is responsible for implementation guidance and directives via the Cabinet (and some non-cabinet) Agencies. They promulgate regulations that are binding on businesses and citizenry alike.  Congress makes the law that brings into existence the requirement for the Executive Agency to do its job.

It does if the Legislative and Judicial branches refuse to undertake their oath of office and provide a check and balance on an Executive overstep, such as they have done at every step for almost 8 years now.

We are so screwed.

iirc, continued and persistant failure to enforce a law makes it possible to argue that the law is null and void.   however, it has to happen over a long time (e.g., longer than 8 years).  Thus my use of the phrase "extreme cases"

caveat:  IANAL nor did I stay at a Holiday Inn last night.

btw - the law doesn't get removed the books until repealed.
