US District court - Judge Gonzalo Curiel ruled that the president has the authority to set aside environmental concerns in order to build the border wall. This is just one of the many roadblocks that Liberals have thrown up to try to continue to allow unfettered access across the mexican border. Curiel was specific to not that the court "cannot and does not consider whether underlying decisions to construct the border barriers are politically wise or prudent."
There have been several elements of the law, but the 2006 law passed requiring DHS to build 700 miles of law included a bypass of environment analysis and impact.
The Left was essentially arguing they didn't agree with the law. Tough.
