I was encouraged to read that the recipients sometimes questioned the checked box, some wondering if the law had changed and they could now vote. I’m not sure what the penalty is for voting illegally, but I hope these people are skittish enough about it not to try.

It indicates fines and/or prison up to one year. Note that it doesn't blanket disallow aliens from voting. If a state allows aliens to vote on local matters, the feds have no problem with that so long as the aliens aren't allowed to vote on Federal positions (e.g. presumably using separate ballots.)

Basically says voters must be a U.S. citizen and resident of Texas.

I seem to recall that solicitation of others to commit a crime is a crime.
I also seem to recall that aiding and abetting in a crime is a crime.
This would seem to possibly check both boxes.
But I am not a legal scholar so I could be wrong.
But I do like beer.

The Texas dims are so desperate to get Cruz out and install a democrat they are pulling out the stops. Beto is sinking and the dims can't stand the thought of losing that seat, again.
