Or perhaps fire the guilty, and maybe prosecute them as well. Firing everyone would (even just everyone over a certain level) would be as big an over-reaction as the COVID shutdown was. Mabye bigger because there were real reasons to believe the shutdown was necessary.

Those are the SES level folks. These are the ones that set policy and tend to go rogue as they believe it's them, and not the President, that set policy for the agency.
The rank and file agents for the most part are trying to do their jobs, but leadership starts at the top.

It happens every Administration change in States and even certain agencies at the Federal level. When I worked for the State I was at a management level just below the chopping point, but still at risk. When a different Administration came in, they only kept me because they needed me and the people they brought in didn't know squat about he technical side of the job.

I'm still having difficulty reconciling the reaction to COVID-19 with how we have dealt with past pandemics and the seasonal flu.
If we assume that COVID-19 shutdowns were necessary, why weren't they necessary during past pandemics and why not necessary every year to contain the flu and pneumonia?

That we shut down the entire nation when the majority of cases were in only a handful of cities and when such a reaction would never have occurred to us ever in the whole history of mankind should tell us that something has gone very wrong in our society. Too much information spread too fast before it was completely understood led to mass fear and hysteria, the birth of the internet and mass online shopping enabled the shutdown, and a powerful government bureaucracy to “study” diseases with nothing to do but think up social engineering experiments to “control” a pandemic without even considering whether we should. Humans and pathogens coexist and always have; the great majority of germs are actually good for us, and when we confront the bad ones, we evolve defenses against them.
We have exchanged naturally dealing with a disease for authoritarian control over our every move without even any proof that it’s if any benefit and clear overwhelming evidence of destructive consequences, and yet there is every indication that this could become the norm. It’s unsustainable. How much damage before we wake up and realize what a colossal mistake this was?
Worst of all that went wrong in our society that this could happen is complacency: a couple of generations so far removed from real hardship and so mal-educated that they can’t grasp the concept of losing constitutional liberties, and so mislead by a biased media that they eagerly follow the pied Piper all the way into Hell, and won’t realize what they’ve done until the food stops arriving at their doorstep.

We have a service group in our area: teenage student chefs prepare meals that are delivered by volunteer drivers to shut-ins around the county. Typical clients are cancer patients, hospice patients, people who generally cannot do day-to-day sorts of things. My wife is one of the drivers. Today they issued all the drivers letters explaining "to whom it may concern" that they are "essential workers". It seems that recently one of the drivers was stopped and questioned by a sheriff's deputy as he was leaving someone's house.
We truly seem to have literally gotten to the point of "Papers, please."

We are an essential business, when our state and city got locked down the company gave us letters to carry in our cars in the event we were stopped by police. So yes, papers please.

BTW, the next shoe to drop are the actual request for unmasking. Seems those request must specify a reason for the unmasking. Those documents are unavailable at the moment, and it's been mentioned they are being used for grand jury material.

The current shiff show with Gen Flynn and the activist judge who will not drop the case, even though the DoJ has withdrawn the charges boils down to the liberal narrative.
The liberals want demand that Gen Flynn be convicted. They know if this happens, then the President can pardon him, which in turn the MSM can run 24/7 "Trump pardons convicted felon Flynn" and makes all sorts of noise how Trump is supposedly "covering up" his crimes and of course, his "Russian Collusion".
In reality, if Judge Sullivan does pull off a conviction over a bogus perjury charge, it will be swiftly overturned on appeal, but not before putting Flynn through more turmoil. And even if overturned, the MSM and their handlers will still go with the narrative "convicted felon".

If the trial is forced to go on, how would it work? There still has to be a DOJ prosecutor. That prosecutor could promptly rest his / her case allowing the defense to show why this was a stupid thing to begin with. Plus the defense would be able to do a LOT of discovery that can be promptly leaked. Could be a win / win?

Right now it's in uncharted waters. Judge Sullivan is attempting to use amicus briefs as a way to justify him continuing the case. IOW, even though the prosecutor has withdrawn, the amicus briefs will provide enough "evidence" that Judge Sullivan should rule. Sullivan is attempting to allege Flynn committed perjury to the court when he placed his guilty plea (under duress, btw) and then asked to withdraw it. He's also appointed a retired judge (Obama hack) to advise, but really the judge's role is to pick up where the DoJ left off and use the amicus briefs to argue for conviction.
Yes, it's a bridge too far, and laughable by legal standards. But the goal is to get a conviction, at any cost. That way Flynn can be labeled "convicted felon" even if a higher court overturns it. It's a play on words, but the liberal MSM audience won't know the difference (or care).
Sullivan needs to be impeached for this. It's clearly activism.
