Who is in charge of calling out the DC National guard, I assume it would be Mayor Muriel Bowser
Who is in charge of protection the Capital?
I see people on social media posting picture or the BLM protest and all kinds of guards. Then the Protest the other day with no guards.
If the National guard was used at the BLM protest who called them out? The Black Mayor Muriel Bowser? Why did she not call them out for the "white" protester?

The mayor and several other city officials have a channel to request assistance, but they cannot order the Guard.
Technically, the CoC goes from the President to SecDef to Secretaries of the Army/Air Force to an Army General for the NG and an Air Force General for the ANG, but they all take orders from POTUS.
