I would bet he is positioning more than anything. What democrats want to do with coal should be a non-starter to any politician from West Virginia.
It's such a strong single issue thing that if someone runs against him in the primary, they have nothing to differentiate themselves with. All he has to do is say "don't listen to them, they will kill coal and your livelihood."
