Here in Texas, a Texas CHL lets the FFL not do the NICS.  I have had my CHL since 2007, so I cannot attest if that was the case before 2007.

I do not know about other state's conceal permits allow the same bypass at FFLs in Texas.

It did in NC last time I was there. The rationale was the CHL was a more thorough investigation than the background check, and it was, so it would be stupid and illogical not to exempt CHL holders.

Still like that in NC.  The concealed carry card acts as an instant background check.

Not in PA.  My LTCF (our ccw permit)  matters not  we require a PICS check for purchases.
