However, as a public university, the 1st Amendment applies. Many, many such cases have resulted in massive awards for plaintiffs.

This is incorrect. The government, nor its agents (like a Student government of a public university) may not impose any punishment upon people for their speech. Not jail, not suspension from office, not docking pay. The SGA President does not understand what he's gotten himself, his student government, or the Univserity into, but I'm sure their legal counsel will explain it to them when the suit is filed.
