Had a thought. Let's say xxxx voters go and early vote and two weeks later a memo turns up where one or the other of the candidates for POTUS ordered someone killed. Do those votes get to vote again or are they stuck?

That's correct. It's worse than that. From ballotpedia.org:
On July 29, 2016, the United States District Court for the Western District of Wisconsin struck down the following Wisconsin voting laws:[13]
"State-imposed limitations on the time and location for in-person absentee voting (although the state may set a uniform rule disallowing in-person absentee voting on the Monday before elections)
"the requirement that 'dorm lists' to be used as proof of residence include citizenship information"
"the 28-day durational residency requirement"
"the prohibition on distributing absentee ballots by fax or email"
"the bar on using expired but otherwise qualifying student IDs" as voter identification
Wisconsin Attorney General Brad Schimel (R) appealed this decision to the United States Court of Appeals for the Seventh Circuit. On August 22, 2016, the appeals court upheld the lower court's decision. Schimel indicated that he did not intend to appeal the decision to the United States Supreme Court. Consequently, municipalities were permitted to offer early voting at an earlier date than in prior election years. For example, the Madison City Clerk's office announced that it intended to offer early voting beginning on September 26, 2016.[14][15][16]
So, the state wanted to simply have uniform early voting times and dates, because small municipalities don't have the resources that, say, Milwaukee and Madison have, to staff early voting locations. But the court knows better apparently. 😡 And guess which party controls Milwaukee and Madison.
