Nah, that's OK, their Gulfstreams that they fly in to get to the fireworks create much more pollution, but it is worth it because it is for a good cause.

Means nothing...someone in the campaign though it would be a good idea so they went through the procedures to see if it would even be a possibility then Senior Staff ultimately decides against it. Happens every day in campaign world and is not an indication of bigger panics.
I have been at winning election nights with confetti cannons paid for, locked and loaded and the decision was made at the last second by senior staff not to fire off.

Actually that is exactly it. Parkinson's disease has a condition that causes a person to "short circuit" when the encounter flashes and loud noises - remember, it is a neurological disease. It causes behaviors like she exhibited in the video link. BTW, Parkinson's caregivers have said that her reaction in the video is a classic Parkinson's response.
So, the fireworks have to go.
