Title: Third Class Medical
Post by: Bob Noel on January 01, 2017, 07:29:04 AM
I've lost the bubble on the FAA's progress wrt complying with Congressional direction on the Third Class Medical.

We are still waiting for the FAA's lightening-quick bureaucracy to comply, right?

There hasn't been a NPRM on it yet, right?  (I'm assuming we'll see a NPRM)

The regulation hasn't been updated yet.  The law gives the FAA one year to change the law, if they don't then it basically goes into effect anyway.  I would suspect that before the year expires the regulation to be changed, and that's less than 6 months away?

Can someone point me in the direction of a synopsis of the changes?

Thanks Prince of Darkness.  So you just take an on line course and have a physical exam by your family physician ever four years, or just a sign off by the physician?

You need the exam every four years and the doctor has to sign off that there is nothing preventing you from exercising your certificate. Lots of controversy as to whether or not a doc who sees you once every four years or only once period is going to take on the potential liability.

Medical reforms effective May 1

FAA Administrator Michael Huerta announced the release of the third class medical reform final rule Jan. 10 during a media call, detailing the creation of a new rule called BasicMed that AOPA President and CEO Mark Baker said is "the best thing to happen to general aviation in decades." Teams of AOPA experts are examining the details, which at first look appear to closely mirror the legislation signed into law on July 15, 2016. Pilots cannot fly under BasicMed until May 1. "By putting medical decisions in the hands of pilots and their doctors, instead of the FAA, these reforms will improve safety while reducing burdensome and ineffective bureaucracy that has thwarted participation in general aviation," Baker said

Medical Regulation Highlights
Aircraft Specifications - Up to 6 seats, up to 6,000 lbs (no limitations on horsepower, number of engines, or gear type)
Flight Rules - Day or night, VFR or IFR
Passengers - Up to 5 passengers
Altitude Restriction - Up to 18,000 feet msl
Speed Limitation - 250 knots indicated airspeed
Pilot Limitation - Cannot operate for compensation or hire
Aeromedical Training - Free online course required every 2 years
Physician Visit - Every 4 years

I've heard AME's bitching that no self-respecting MD would sign the thing because of the liability.  I have my own doubts though.  My doc signs letters al the time for my medical, I can't see where this would be any different.
