What are the consequences?
A better question is "What are the chances of getting caught".
We know voter fraud occurs, but we can't seem to come up with enough examples to prove it.  That tells me that the odds of getting caught are pretty low.  Either that or there really is very little voting fraud.  I believe the former over the latter.
