We'll see what the house does. I can't imagine the house wants this albatross. Since the right is command, I guess they get the major portion of blame.

How is it the Senate can craft such a bill, I thought appropriations had to start in the House?

Appropriation bills must originate in the House.  There are ways around that.  One is to take a failed bill that originated in the House and edit everything except the title.  Technically the bill originated in the House, the Senate is just making adjustments.
