Not that it has any impact on anything, but that article was written in Oct, 2015.
Israel too control of the Golan Heights after they were attacked in 1967. I say it belongs to Israel now.
However, IF Israel had attacked Syria first and seized the land, then I would say it should revert back to Syria. Of course, intervening events have developed that in my mind make the 1967 conflict irrelevant and will make Syria "spoils of war".

I was playing with the poor grammar of the sentence. In this structure, the phrase "that Israel controls" applies to the nearest noun Syria, implying that Israel controls Syria.
I believe maybe what was intended is that "Oil controlled by Israel found in Syria." Is this oil in the ground or in some kind of portable storage?
