It was purely pay to play.  First as her being Sec. of State, and then candidate for President.  Everyone just knew she would win, especially against Trump.  Then the roof fell in, and America REJECTED her, yet AGAIN.  She is now relying on Chardonnay, just to get by, as she, and all her yes men, and women guaranteed she would win. 

The money laundering scheme that was the Clinton Foundation dried up, and while she may have multiple millions to show for it, that won't be enough.  She will continue to be the unhappy, bitter, envious, entitled, criminal she's always been, from Watergate until now.

Buh bye Hillary.  Good riddance.
