That verse cannot stand alone, for it is part of a commandment given to the Priesthood and it is part of the chastisement for failure to obey.

I've been personally working to help reverse that trend. We saw a resurgence of dads in homes specifically in the black community after the Million Man March in 1995. Although some suggest observational bias, I have my doubts- I believe the cause and effect were real. But it's tough to make sustained changes in a few short years where it took many decades to tear down and the effect becomes personal in the lives of men, women and children.

Nowadays, the biggest influences tearing families apart is still finances, but now internet porn and Facebook are having a huge (adverse) effect and it's non-discriminatory in its destruction.
