According to worldometer, 11 States have a death/1M population rate higher than the overall US average, most much higher.

9 of those States have democrat governors.  The Massachusetts governor is a "republican" that is pretty much the definition of a RINO in a heavily blue state.

Clearly, the Federal government is screwing all those heavily blue states.

I blame it on the racist, Nationalistic virus.

That is why the virus disproportionately affects minorities and Hispanics.
