Yeah, could be her “plan” - she sees it as a win-win plan regardless of who wins the election. Setting the groundwork for action later, not actually in the near future. Seems insane to me, almost politically suicidal, but what do I know?
Or she is really afraid Trump will win?

Congress - not just the House - may provide by law for a body to evaluate the president under the 25th Amendment. To name that body, they must pass a law, which means both bodies AND signature by the president. Or a veto and 2/3 of both Houses.

Doesn't matter. Just raising the question is enough. The usual suspects are now all screaming about Trump being mentally unstable with racist meltdowns, being in an "altered state", totally unfit, and so on. Everything on CNN's page is about Trump's health and mental state. Having a House committee studying all this with perfectly timed leaks from anonymous sources until the election is an attempt to plant seeds of doubt in undecided voters. Just like impeachment. That had no chance to succeed but it served is purpose as a distraction.
What we need to do is look behind the curtain. What is this distraction intended to distract us from?
