She’s on the move to establish a mental fitness test for President Trump. But wait! She says it’s not about Trump! She wants it in place “for the country.” Being she’s such a patriotic, America lovin’ person and all, I guess.

Yes, Congress can pass a law to set a body to evaluate the president's fitness for office, it's one of the alternatives of the 25th Amendment. But of course, it requires a law, which not only means Senate approval, but also a non-veto by the president himself. Therefore, it's a non issue because it will never happen.
But that wasn't the purpose of it, she is continuing the theme of "Trump is supposed to leave office". One of these days, Republicans will learn not to react and to just quietly encourage her to do it and make herself look like an even bigger fool.
If nothing else, this has served as a good primer for the possibilities if Biden becomes president.

She's taking the focus off the latest disclosure about their corruption and putting it on Trump's mental health. She's gaslighting him and trying to redirect our attention.
If that isn't a page out of the Clinton playbook, I don't know what is.
