I don't really think he was criticizing Obama here.  He even mixed up his timelines, he clearly meant to say the last seven years and the previous 8.

Even Bill misspeaks.

They have to draw a fine line here and they will, it will all be the Republican's fault, even though they (the Democrats) held the House from 2004 or 6, and had the entire Federal Government during Obama's first couple years.

I do believe the Clinton's despise Obama but they will softly frame his failure as not being his fault in order to keep the fractured Democrat coalition together to try and survive the nomination, not get indicted and then get to the General.
