Title: Vote shenannigans?

Your opinion please.  I'm investigating the candidates for my credit union board, because I have to vote on them.  So I'm trying to look up their names on the election board rolls to see what party they are.  Unfortunately there are several with the same first and last name.  One of them whose name I won't mention, this is NOT the candidate, but someone else with the same name. He is registered unaffiliated and here is his ENTIRE voting record.  See pic.

So here's a guy who voted in person in 2001, and then never again, until 2020 BY MAIL.  I find this very suspicious.

I agree that it is suspicious.  But I know several people that were infrequent voters, but made it a point to vote in 2020.  Unfortunately, too many of them only voted because they hated Trump.  So you might surmise why this particular person voted in 2020.
