Chemical or biological WMD leaves open a lot of possibilities. Probably convicted of possessing a toxic chemical since a lot of otherwise useful chemicals are also dangerous when dispersed (most famous is Methyl isocyanate.)

He is quite obviously all screwed up in the head. I’m surmising his paranoid delusions had him believing RFK had a shot and when that went away he “did what he had to” to keep Trump out of office.
He offered to literally die fighting in Ukraine and was known to go around attempting to recruit mercenary armies to do the same. He had gotten publicity for this. Then there was the incident of barricading himself in a police standoff for three hours with a machine gun.

Yeah, it's no long range sniper round. The 7.62×39 round is ballistically similar to a .30-30. It's a 125 yard round at best. (Doubt it was chambered in the current Russian issue 5.45×39.)

Watching Newsmax tonight I saw the secret service acting director actually say that the President’s schedule did not at any time include the golf game.
Somehow the shooter just happened to know to set up in nearly plain sight along the fence overlooking the hole where the golf cart carrying the President would come closet to him, without anyone noticing him there.
Where were the drones, walking agents, flir and all the other toys we pay handsomely for???
