what honor (not being snarky)? being reinstated? being promoted?
It's my understanding that there are rules wrt refusing a promotion. Not sure the rules wrt being reinstated.
Hopefully any negative type of discharge (for the crime of refusing a jab) would be corrected regardless of whether or not the person chooses to be reinstated.

This is indeed an issue. This was a while ago, so most had to find another job. Being reinstated would have to be considerably better than whatever job they find themselves in now. Back pay, promotions that were missed would have to be part of the deal. But are they also at a disadvantage as they are now several years behind their peers that stayed in? (I suppose the view that the back-promotion was undeserved might also be an issue.) Missed deployments and training are going to be another issue. I do think that it's the right thing to do to get them reinstated. But it may be a hard decision to go back into the military.

I don't think missed promotions would be an option. Promotions are based on a progression of training and experience. But back pay is certainly an incentive. Especially for those that had to take a pay cut; not just in salary but benefits.
edit: seniority would also have to be honored with no lapse for missed time.

Promotions are also political internally and externally.

I tried searching but could not find the number of enlisted vs officers who were dismissed for refusing the covid jab. I wonder if their reinstatement will be treated differently.
