Looking up the definition of insemination (DON'T go to the Wikipedia page!) unless we're talking about sowing crops, it's "introduction of semen into the female reproductive tract for the purpose of pregnancy." It does not say the pregnancy has to have been achieved. But it does seem to require the recipient to be female. It could be by natural intercourse or artificial means.
But from the strict parsing of the word: "...from Latin insēminātus, past participle of insēmināre “to implant, impregnate,” equivalent to in- “in” + sēminātus (equivalent to sēminā(re) “to sow,” derivative of sēmen “seed” + -tus past participle suffix)", it simply means to throw out seed, which could apply to a male receiver.
