In the spirit of the novel "The Martian", the character Watney wondered "And seriously...It's clear that General Lee can outrun a police cruiser. Why doesn't Rosco just go to the Duke farm and arrest them when they're not in the car?"
We have at least two cases where a state judge allowed a wanted illegal to evade arrest (by ICE) to slip out the back of the court house. So, isn't ICE smart enough to cover all the exits?

Not enough people. Most courthouses are mazes and have multiple entrances and exits; both public and private. It can be very easy for court staff in some places to have access to hallways, elevators, and entry points ICE might not have access to.
