As far as his "pardon" I believe it was an autopen, so it can easily be nullified.  And a pardon can't be issued for future potential crimes.

If this slob actually stole this money using a fraud childcare scheme, he's got a whole lot of problems.  I hope they hang him.

What I read said his wife was doing and collecting the money.  Question is, did she actually have a day care in her house and if so, how many children were there.  Certainly se has records.
