The Mexican states along the US border are under cartel control.  This is where the large majority of the problem lies.  By cutting the head off the snake it would enable the Mexican government to regain control.

I am not certain that the embedded corruption within the Mexican government is capable of NOT being controlled by the cartels.

I could have sworn I heard Trump say he talked to the Mexican president and he asked her if she wanted him to take out the cartels controlling her and she said no thanks.

I'm sure she had a legitimate reason for that decision.

Yeah, she had to say no or there would have been unpleasant consequences. Maybe Trump publicly saying that was protecting her, while he somehow knew she actually wanted him to take them out. On the other hand they are paying her lots of money so maybe she doesn’t really. Who knows.
