You really can't make this stuff up.  Sounds like an excuse in the making.

How about this:
Kick their illegal alien asses out of the country and forget about treatment plans and special housing.

This is garbage, all of it. Now we're catering to incarcerated persons because they're afraid of sexual assault in jail? Isn't that a concern for everyone? Why do the transgendered get special privileges while incarcerated that nobody else does?
