Unless he asks for airtime from the networks, I doubt most networks would cover it in full. The cable networks likely would, but that's probably it. I think this is more political maneuvering from the Democrats than anything. Why give the president the ability to publicly call out Democrats for the government shut down?
The article does note, however, that Pelosi didn't actually rescind the invitation, just suggests that he delay it, as the title of your post and the article says.

Trump should show up at the Capitol. Whether or not the Democrats choose to be present is their choice.

Fill the empty seats on the Democrat side of the aisle with Angel Moms. (Parents of children killed by illegal immigrants.).
Or give the SOTU from the border, with border agents as the audience.

And now the president has grounded all congressional travel on military aircraft. The speaker was getting ready to leave the country for for an extended time, rather than negotiate on the budget.
