If the Democrats take control of all the WH, and Congress, it will happen here. We will get "Free Speech Zones" like under Obama. It will be up to the Supreme Court then.

The Chinese have a real problem with HK.
HK is free, and has a robust economy with it's own monetary system. Just over the hill is communist China, with a teetering economy, lack of freedom and a failing monetary system.
Do the Chinese storm over the hill and take HK, declare it part of the mainland? Doing that would plung the markets and take China with it. So essentially China needs HK, but HK doesn't need China.
