If you noticed they never shut down their campaign, they suspend it. By suspending the campaign they can continue collecting votes in a extreme chance they may come out at the end.

I suspect another reason for to "suspend" a campaign relates to how funds can be collected and continue to be spent.

A VP needs to bring something to the ticket. Texas and Florida are needed to win. This is why I think Joaquin Castro comes into play, he gets the Hispanic vote, and possibly wins Texas.

Think back to the winners they sent up in elections past, Hubert Humphrey, George McGovern, Walter Mondale, Michael Dukakis. Of course the republicans ran John McCain and Mitt Romney in the same category.
