In Maskachusetts, the reason for a curfew was to reduce the number of informal "unregulated" gatherings where people "let down their guard."
The belief is that people are safer at home then out with other people in "unregulated" gatherings.
It's almost like people think that covid-19 will spontaneously generate in the absence of masks.

Oregon is asking people to call the police and report neighbors that have more than 6 people over for thanksgiving dinner. That’s what I heard let’s see if I can verify it....
