I was referring not to the 1973 War Powers Act, but to the root of the issue, namely Article I, Section 8. My point was, lines do need to be drawn, but not while in the middle of a conflict, not in a way that would impede the CiC's ability to exercise his Article II, Section 2 powers.

I grew up with NASA and I bought the "2001" vision as though it was a fait accompli. I went into flying airplanes and engineering because of the space program in the 60s. I remember, as a child, thinking that in 2001 I'd be too "old" to go into space and it bummed me out. Then budgets got cut, no one wanted to go outside LEO, and that was that. I still feel gipped. Maybe my grandkids will see a return of real off-planet spaceflight, but I doubt it.
