Wow. So the words “mother” and “father” are offensive now?

Birthing parent and non-birthing parent have been used in such policies for some time to differentiate between parents who actually give birth and those who don't. Non-birthing parents include fathers and mothers who adopt or use surrogates. While all birthing parents are mothers, not all mothers are birthing parents. And while all fathers are non-birthing parents, not all non-birthing parents are fathers. So substituting "mothers" and "fathers" would not reflect the same policy.
